A.I.S.E./Biocides for Europe BPR Assessment project
The Biocidal Product Regulation (the BPR) entered into force more than 8 years ago. During this period some experience has been gained with most of the processes and concepts set by the regulation and with its implementation in general.
A.I.S.E. and Biocides for Europe (a sector group of CEFIC) joined forces to analyse the Biocidal Product Regulation (BPR) and its implementation and identify strengths, weaknesses and potential opportunities for improvement.
To this aim, a survey was conducted with the members of the two associations and a few industries further down in the biocides industry supply chain. An assessment report has been commissioned by AISE and Biocides for Europe to ERM, supported by Fieldfisher.
The feedback received from the 100 survey respondents confirms that whilst the BPR had introduced new promising concepts and processes, many implementation aspects remain a challenge for the industry. Unpredictability has been identified as one of the major concerns and is believed to be a direct result of the complexity of the regulatory framework, the lack of harmonisation and delays, which are all closely interlinked. Such a regulatory environment hampers innovation and this is reflected in the very low number of new active substances.
